e-PW1(b) Works RFQ Lump Sum Participation Guideline
How to quote for small works up to Tk. 15 lakh on e-GP when the Procuring Entity uses BPPA's e-PW1(b) lump-sum Request for Quotation: what to upload, how to price a fixed-price Bill of Quantities, and what happens from contract signing through the three payment instalments to the return of your retention money.
Preparing the e-RFQ instead? Read the e-PW1(b) preparation guideline.
This is a working summary, not the official document. The e-RFQ published in e-GP for your package, the e-PW1(b) SRFQ, the Public Procurement Act 2006 and PPR 2025 take priority. Read every value the Procuring Entity has filled in.
01Is This RFQ for You?
e-PW1(b) is BPPA's Standard Request for Quotation Document for works bought under the Request for Quotation Method (Rules 90 to 94 of PPR 2025) on a lump-sum basis. You will see "e-PW1(b)" as the STD in the e-GP notice.

- e-GP only
The PE chose lump sum because it has defined the whole scope accurately in the specifications, designs and drawings. You are paid your quoted total for delivering exactly that scope, whatever it actually costs you. That makes checking the scope and quantities before you quote the most important step.
Seeing "e-PW1(a)" instead? That is the unit-rate version, where work is re-measured and paid by quantity. Read the e-PW1(a) participation guideline.
02Eligibility
- Your firm must have the legal capacity to enter into the contract.
- You must not have been declared ineligible by the Government of Bangladesh for corrupt, fraudulent, collusive, coercive or obstructive practices.
- You may submit only one quotation in the RFQ, whether in your own name, another name or different names.
Quoting through a second firm you control breaks the one-quotation declaration and can be treated as collusion, a termination and debarment ground under Rule 149.
03Documents to Upload
Upload certified photocopies of the latest versions of these documents. Without them your quotation may be considered non-responsive (RFQ para 13).
| Document | What to check |
|---|---|
| Trade License | Valid on the closing date. |
| Tax Clearance Certificate | Or the acknowledgement slip proving your income-tax return for the assessment year named in the e-RFQ. |
| VAT Registration / BIN | Business Identification Number in your firm's name. |
| Financial Solvency Certificate | From any scheduled bank, showing liquid assets of at least the Taka amount stated in the e-RFQ (the PE sets it at 30% to 50% of the estimated cost). |
Example: is your solvency certificate enough? If the e-RFQ asks for liquid assets of Tk. 5 lakh, a certificate showing Tk. 4.8 lakh fails, even if your firm is sound. Ask your bank for a certificate that states at least the exact amount, dated recently, before the window opens; banks can take a day or two.
04Timeline and Validity
- Submission window
- 3 to 7 days
- Opening
- Automatic in e-GP
- Validity
- Tender validity days in the IFT
- Completion
- Days set in the contract
- The PE must give at least three days and never more than seven. Keep your documents ready so a short window does not catch you out.
- The PE may extend the deadline on recorded grounds, still within the seven-day limit. Watch the e-GP notice for amendments.
- Your quotation stays valid and binding for the tender validity days in the IFT, counted from the closing date, and may be accepted any time before it expires.
- Note the commencement and completion days in the Conditions of Contract; you must be able to mobilise and finish within them.
05Study the Drawings and Site
- Detailed specifications and the design and drawings are available for inspection at the PE's office during office hours on all working days. Go and look; they rank above the BoQ in the contract and define what your lump sum must deliver.
- Take off your own quantities from the drawings and compare them with the BoQ. If the BoQ under-states the work, you still have to build what the drawings show for the same fixed price.
- Check each BoQ description against the specification clause it refers to, including materials, finishes and tests.
- Visit the site where practical: access, water, storage, existing structures and safety needs all affect your price.
06Price the Bill of Quantities
The PE fills columns 1 to 6 (item, group, code, description with built-in specification, unit and quantity). You enter only column 7, the quoted price in figures. e-GP writes it in words and calculates the total amount, which becomes your lump sum.
| Columns | Content | Filled by |
|---|---|---|
| 1 to 6 | Item No., group, item code, description, unit, quantity | PE |
| 7 | Quoted price in figures (BDT) | You |
| 8 and total | Quoted price in words; total amount in figures and words | e-GP (auto) |
- Each price must include profit, overhead and all taxes, duties, fees, levies and other charges under the Applicable Law. There is no separate line for VAT or income tax.
- Quote in Taka. The lump-sum contract price is a fixed sum and is not subject to any adjustment, for quantity, material prices or anything else.
- Price for the risk: if your take-off shows more work than the BoQ, or a site condition will add cost, it has to be inside your price.
- A very low price is checked as a possible Significantly Low-priced Tender (Rules 25 and 26).
- Save the BoQ form: it is electronically signed on your behalf when you click "Save".
Example: the sum is fixed The BoQ lists 50 m³ of earthwork and you price the item at Tk. 15,000. On site 64 m³ turns out to be needed to match the drawings. You still receive Tk. 15,000 for it. On a unit-rate contract (e-PW1(a)) you would have been paid for 64 m³; here the extra 14 m³ is your cost.
07Submission Letter
The e-Quotation Submission Letter is electronically signed by your authorised person when you select "I agree" and click "Submit". By signing you declare that:
- you offer to execute the works in conformity with the Conditions of Contract;
- your quotation stays valid for the period stated and may be accepted any time before it expires;
- you have legal capacity, are not declared ineligible, and know that corrupt or similar practice is a termination ground (CC 28(e));
- you are not submitting more than one quotation in any name;
- the PE's written invitation to sign will bind you until a formal contract is signed;
- you have examined and have no reservations to the RFQ document; and
- the PE may reject all quotations or annul the process without liability to you.
Do not attach conditions or alternative offers. A reservation contradicts your own declaration and is likely to make the quotation non-responsive.
08Opening and Evaluation
- e-GP opens all quotations automatically after the closing date.
- The quotations go to the Evaluation Committee by the same date as the closing. It evaluates only the information and documents you submitted and will not assume anything you did not upload.
- Anomalies are corrected: where figures and words differ, the words prevail.
- Responsive prices are checked for a Significantly Low-priced Tender under Rules 25 and 26.
- At least three responsive quotations are needed; the lowest evaluated responsive quotation is recommended for award.
09Signing the Contract
- After the Approving Authority approves, the PE issues an Invitation for signing Contract through e-GP, with the draft contract. It states your contract price "as corrected".
- The invitation forms the contract and is binding on you.
- Sign the Contract Agreement through e-GP within the days stated in the invitation, and no later than its latest date.
- Do not start the works until the contract is signed.
If there is a conflict between documents, this order applies: Contract Agreement, Letter of Invitation, Conditions of Contract, Specifications, Design and Drawings, priced BoQ, then any other listed document.
10Starting and Running the Works
- Commence within the days in CC 3 and immediately submit a Programme of Works showing the timing of every activity.
- Keep progress pro rata; it is judged by the value of works executed. Falling behind the programme is a termination ground.
- You are entitled to an extension of the completion date if the PE delays handing over the site, in Force Majeure, or for other reasons the PE accepts on recorded grounds. Ask in writing, with reasons, as soon as the delay arises.
- The PE may order you, after inspection or tests, to remove and replace or re-execute non-conforming work, and to do urgent safety work.
- Your price is fixed. The 10% variation clause in CC 14 expressly excludes lump-sum contracts, so do not rely on extra payment for extra work.
- You indemnify the PE against claims for injury, loss of life or property during the works, so keep your workers and the public safe and consider insurance.
11Instalments and Retention
| Instalment | You can bill when | Share of price |
|---|---|---|
| 1st progressive payment | 30% of the works completed | 30% |
| 2nd progressive payment | Cumulative 75% completed | 45% |
| Final instalment | 100% completed and certified by the PE | 25% |
- Submit progressive invoices for the value of work executed, less the cumulative amount already certified. Progress is judged by value of works executed.
- All payments are in Taka. There is no advance.
- 5% of each invoice is held as retention money until the defects liability period ends.
- Final payment is made when you have fulfilled all contractual obligations.
Example: cash flow on a Tk. 10 lakh contract You finance the first Tk. 3 lakh of work yourself, then receive Tk. 2,85,000 (Tk. 3 lakh less 5%). At 75% you receive Tk. 4,27,500 and at 100% Tk. 2,37,500. Tk. 50,000 comes back within 14 days after the defects liability period expires (amounts before statutory deductions).
12Completion and Defects Liability
- Apply to the PE by notice for a Completion Certificate.
- Within 7 working days the PE issues it, or rejects the application with reasons and the work still to be done.
- The PE takes over the site and works within 7 working days of the certificate.
- When you request final payment, the PE may, within 14 days, notify defects to correct.
- The Defects Liability Period (months in CC 21, usually 6 to 12) runs from the Completion Certificate and extends while notified defects remain.
- Once all notified defects are corrected the PE issues a Defects Corrections Certificate.
- Your retention money is returned within 14 days after the period expires.
If you do not correct a defect in time, the PE assesses the cost of correcting it and you remain liable for that cost. Loss or damage caused by your acts or omissions, up to the end of the period, is repaired at your cost.
13Termination and Penalty
The PE may terminate the contract in whole or in part by written notice if you:
- fail to sign the contract or commence the work on time;
- fail to make satisfactory progress against your Programme of Works;
- fail to complete the work as per design, drawing and specifications;
- do not remedy a failure within the period in a written notice;
- engage in corrupt, fraudulent, collusive, coercive or obstructive practice, or any practice under Rule 149 of PPR 2025; or
- fail to perform any other contract obligation.
On termination you pay a penalty of the percentage in CC 29 (15% to 25%) of the revised official estimated cost of the uncompleted works. Disputes are first settled amicably.
Example: what abandoning a job costs If the revised estimate for the unfinished work is Tk. 4 lakh and CC 29 states 25%, the penalty is Tk. 1 lakh, on top of losing the retention held against claims.

15Common Questions
Do I need a bank guarantee or pay order to quote?
No. e-PW1(b) requires no quotation security and no performance security. The PE holds 5% retention from each payment instead.
Do I have to buy the RFQ document?
No. The e-RFQ document is issued free of cost through e-GP.
The BoQ quantities look wrong. Will I be paid for the extra work?
No. A lump-sum price is fixed and is not adjusted. Check quantities against the drawings before you quote and price in any shortfall.
When do I get paid?
In three instalments: when 30% of the works are complete, when cumulative 75% is complete, and the remaining 25% on 100% certified completion. 5% of each invoice is retained. There is no advance.
I made a typing mistake in a price. Can I fix it after opening?
No. The only correction rule is that words prevail over figures. Check every price before you save and submit.
